What is the LEAP district, and why is housing tight?
The LEAP Lebanon Innovation and Research District is a large state-backed development area in Boone County, northwest of Indianapolis. It has drawn more than $23 billion in investment attracted to the LEAP district since 2022.
Lilly has more than $13 billion committed to its Lebanon site, one of the largest capital projects in Indiana history, centred on active pharmaceutical ingredient production and the Lilly Medicine Foundry. The build involves more than 5,000 construction jobs during the build and the site is expected to support over 1,000 jobs at the site, with production expected to begin by the end of 2026.
Meta is building a data center campus in the same district — more than $10 billion across about 4 million square feet, supporting more than 4,000 construction jobs at peak. Two megaprojects side by side means thousands of traveling workers over several years against a very limited supply of furnished, crew-friendly housing nearby.
