What is the LEAP district?

The LEAP Lebanon Innovation and Research District is a large state-backed development area in Boone County, northwest of Indianapolis. It has attracted more than $23 billion in investment attracted to the LEAP district since 2022, and two of those projects are among the largest capital investments in Indiana history. Two megaprojects side by side means thousands of traveling workers over several years, against a very limited supply of furnished, crew-friendly housing nearby. The Meta data center campus

Meta broke ground in February 2026 on a 1,500-acre campus in the LEAP district, investing more than $10 billion across multiple phases. The plan covers about 4 million square feet across 13 buildings, 10 of them data centers, delivering one gigawatt of capacity once fully operational. It is expected to support more than 4,000 construction jobs at peak and about 300 permanent operational roles once complete, with the campus beginning to come online late 2027 to early 2028. Meta has also committed about $45 million in public road improvements in the surrounding area.

The Eli Lilly manufacturing site

Lilly has more than $13 billion committed to its Lebanon site in the same district, focused on active pharmaceutical ingredient production and the Lilly Medicine Foundry. The build is expected to involve more than 5,000 construction jobs during the build and ultimately over 1,000 jobs at the site, with production expected to begin by the end of 2026. Between the two projects, demand for workforce housing in Boone County is expected to stay high for years.
